For the first time, the United Kingdom has brought criminal charges against an individual in connection with the 1994 genocide in Rwanda. Dr. Vincent Brown, 65, a north London resident formerly known as Dr. Vincent Bajinya, faces one count of conduct ancillary to genocide and six counts of conduct ancillary to murder as a crime against humanity.
The Crown Prosecution Service (CPS) stated that the charges follow a seven-year investigation conducted by the Metropolitan Police’s War Crimes Team. Frank Ferguson, head of the CPS Special Crime and Counter Terrorism Division, noted that the defendant is accused of inciting and directing killings committed by others during the violence. The investigation was initiated in 2019 following a formal request from the Rwandan government regarding events in the Rugenge district of Kigali.
The 1994 genocide saw the deaths of approximately 800,000 people, primarily ethnic Tutsis and moderate Hutus, over a 100-day period. Commander Helen Flanagan of Counter Terrorism Policing London emphasized that the prosecution serves as a warning that the UK will not act as a sanctuary for those suspected of international atrocities. She added that authorities are continuing to investigate other individuals residing in the UK for similar alleged offenses.
Dr. Brown is scheduled to appear at Westminster Magistrates' Court on Tuesday.
