The United Kingdom has introduced a ban on the import of goods produced in Israeli settlements, a move intended to deter participation in the expansion of construction projects in the occupied West Bank. This policy aligns with similar measures adopted by Canada, France, Ireland, and Spain, reflecting growing international opposition to Israel's settlement policies, which the International Court of Justice deemed illegal in 2024.
A primary focus of international concern is the E1 settlement bloc on the outskirts of Jerusalem. Originally conceived in 1999, the project has gained significant momentum recently, with final planning approval for over 3,400 housing units granted in August 2025. By August 2026, authorities issued construction tenders for 1,200 residential units. Critics argue the E1 project would effectively sever East Jerusalem from the West Bank, fragment the territory by disrupting north-south connectivity, and necessitate the displacement of Palestinian communities, including Khan al-Ahmar.
Israeli leadership has framed these developments as a definitive shift in policy. Prime Minister Benjamin Netanyahu stated in September 2025 that the government would "fulfil our promise that there will be no Palestinian state," while Finance Minister Bezalel Smotrich asserted that the E1 project would "bury the idea of a Palestinian state."
The expansion occurs against a backdrop of broader regional instability. According to the UN, over 6,400 Palestinians have been displaced in the West Bank since January 2023 due to settler violence and access restrictions. Furthermore, the Israeli government has approved more than 102 new settlements since 2022, according to the rights group Peace Now. These actions are part of what analysts describe as a revisionist strategy that has seen Israel seize territory in southern Lebanon and advance into Syria following the collapse of the Assad regime in late 2024, alongside its ongoing military operations in Gaza.
