The Cambodian Ministry of Interior has reported widespread evidence of “systematic collusion” and the misuse of development funds in various provinces. The findings follow an investigation into a procurement scandal in Kampong Chhnang, where solar street light poles were reportedly purchased at inflated prices of approximately $2,000 each.
Suos Prathna, director-general of the General Department of Administration, stated that inspections revealed irregularities consistent with the Kampong Chhnang case, including fraudulent bidding documents, falsified data, and the intentional inflation of project costs. These practices have resulted in local development projects being priced significantly higher than prevailing market rates. Prathna warned that the ministry, under the leadership of Minister Sar Sokha, is prepared to pursue legal action against officials involved in such schemes if these practices continue.
Minister Sokha noted that the issue is compounded by administrative delays in budget transfers, which have historically forced some local administrations to wait until the third quarter to secure necessary funding. With annual commune budgets having grown from $5,000 in 2002 to $200,000 today, the scale of potential exploitation has increased significantly.
Civil society experts have highlighted systemic weaknesses contributing to these abuses. Mar Sophal of the NGO Forum pointed to a lack of independent oversight, the absence of whistleblower protections, and insufficient local capacity as primary drivers of corruption. Furthermore, San Chey, executive director of the Affiliated Network for Social Accountability (ANSA), warned that some contractors manipulate the bidding process by creating multiple shell companies to secure contracts despite having poor performance records or limited capacity.
Advocates are calling for more rigorous public financial management reforms, including the enforcement of transparent contract standards and the implementation of stricter penalties for those who bypass procurement regulations.
