Phnom Penh police have taken 27-year-old Sam Meychou into custody regarding a fatal traffic accident that occurred on the night of July 28. The suspect, who is the daughter of Oknha Tong Hok Seng, allegedly fled the scene after her vehicle struck a motorcyclist.
The victim, 35-year-old Kuoch Limhan, was an official at the Ministry of Public Works and Transport’s Construction and Public Works Laboratory. According to investigators, the collision took place at approximately 11:30 p.m. on Street 1003 in the Sen Sok district's Khmuonh commune. Authorities stated that an AVATR 11 vehicle, registered as V.C.8989, crossed the center line while attempting to overtake another car, resulting in a head-on collision with Limhan’s Honda Scoopy.
Following the incident, social media footage appeared to show two women exiting the vehicle and departing the scene in a tuk-tuk. While some initial reports suggested the suspect was apprehended at Techo International Airport while attempting to flee to Singapore, Phnom Penh Municipal Police Commissioner Lieutenant General Choun Narin clarified the circumstances of her detention. He stated that the suspect's father cooperated with authorities to locate his daughter and bring her to the Traffic Police Department.
Both the vehicle involved in the crash and the victim's motorcycle have been impounded by police as the investigation continues.
