Cambodia is undergoing a strategic shift in its economic approach, moving away from a reliance on low-cost production toward a model built on institutional efficiency, transparency, and trust. Under the first phase of the Pentagonal Strategy, the government is actively streamlining administrative procedures, digitizing public services, and reducing unnecessary state costs to foster a more competitive business environment.
Prime Minister Hun Manet has emphasized that these deep reforms are essential for the nation to achieve its goal of becoming a high-income country by 2050. By modernizing work systems and roles, the government aims to create a public sector that is responsive and supportive of private sector growth. Sun Chanthol, Deputy Prime Minister and First Vice-Chairman of the Council for the Development of Cambodia (CDC), noted that these actions are intended to transform commitments into tangible improvements for both domestic and international investors.
A central pillar of this strategy is the strengthening of institutional dialogue between the state and the private sector. The government plans to launch an "Open Day with DPM" program, providing a direct mechanism for investors to address challenges regarding the investment climate. Furthermore, the Cambodia Chamber of Commerce (CCC) is preparing to formalize a memorandum of understanding with the Anti-Corruption Unit (ACU) to collaboratively tackle operational obstacles and promote economic growth.
While official data shows a decline in investment project approvals during the first half of 2026 compared to the previous year—a trend officials attribute to global economic headwinds rather than a lack of investor confidence—the country continues to prioritize economic diversification. Efforts are underway to expand into high-value manufacturing, such as electronics, automotive parts, and green investments, while the Ministry of Commerce actively negotiates new free trade agreements to broaden market access beyond traditional export partners.
