The Cambodian Ministry of Economy and Finance has announced a series of tax exemptions and incentives regarding property ownership transfers. These measures, formalized this week, follow directives from Prime Minister Hun Manet issued in late July.
Key provisions include a suspension of penalties for late stamp duty payments until the end of 2027. Previously, taxpayers faced a 100 percent penalty on the tax amount if payments were delayed by more than three months following the issuance of documents by provincial land management departments. Additionally, the government has extended a policy allowing for a single final stamp duty payment for properties that have undergone multiple ownership transfers, with this provision valid until July 2026.
The government is also facilitating tax payments for properties that have undergone construction, provided the structures possess valid building permits or official certifications from relevant authorities. Furthermore, front-line military personnel and national police officers are now eligible for stamp duty exemptions on property transfers, contingent upon providing official identification and proof of service from their respective units.
The Ministry clarified that these exemptions are not retroactive; payments and administrative penalties already settled will not be refunded. Property owners with pending documentation at land management offices are encouraged to finalize their registrations and settle outstanding tax obligations to accelerate the issuance of official land titles.
