Cambodian Prime Minister Hun Manet has signaled the nation's readiness to collaborate with China and other international partners to foster a responsible and sustainable artificial intelligence landscape. Speaking at the 2026 World AI Conference and High-Level Meeting on Global AI Governance in Shanghai, the Prime Minister emphasized the importance of ensuring that the benefits of AI are distributed equitably across the globe.
As an early signatory to the Agreement on the Establishment of the World Artificial Intelligence Cooperation Organisation, Cambodia is advocating for a multilateral framework that respects national sovereignty while promoting innovation. Hun Manet expressed support for China’s Global AI Governance Initiative, noting that such frameworks are vital for capacity-building in developing nations and the Global South.
The Prime Minister outlined three core pillars for Cambodia’s approach to AI: inclusive neutrality, actionable growth, and the development of national governance strategies. He argued that AI should function as a tool for global cooperation rather than a source of geopolitical friction. Furthermore, he stressed that governance must move beyond theory to provide practical benefits, such as improved digital infrastructure, specialized human capital, and increased access to computing power.
Domestically, Cambodia is preparing to launch a National AI Strategy designed to boost productivity across key sectors. This initiative is being supported by upcoming legislation concerning cybersecurity and personal data protection, which the government intends to use as a foundation for fostering trust and investment in the digital economy.
