The Cambodian government has secured the remaining financing for its $1.2 billion Funan Techo Canal project through a nearly $1 billion loan agreement with China Exim Bank. The deal, signed at an investment forum in Xiamen, follows an initial $200 million loan announced in July, effectively covering the total projected cost of the infrastructure development.
The 180-km canal is designed to link the Mekong River to the Gulf of Thailand, a move intended to decrease Cambodia's dependency on Vietnamese shipping routes. Ownership of the project is split between a Cambodian joint venture—comprising the Overseas Cambodia Investment Corporation, Phnom Penh Autonomous Port, and Sihanoukville Autonomous Port—which holds a 51% stake, and the China Road and Bridge Corporation, which holds the remaining 49%.
While officials maintain that the project is a national endeavor, the reliance on Chinese financing has drawn scrutiny from analysts. Ou Virak, president of the Future Forum think tank, noted that while the ownership structure allows the government to frame the canal as a domestic project, the heavy debt burden may grant Beijing significant influence over future decision-making. Conversely, economist Ky Sereyvath of the Royal Academy of Cambodia argued that the loan is a financial obligation that Cambodia is responsible for repaying, rather than a direct investment by China into the construction itself.
The project continues to face challenges beyond financing. Concerns regarding environmental impacts and the displacement of local residents persist. Some villagers, such as Dim Mech, have expressed anxiety over the lack of information regarding compensation, noting that machinery is expected to arrive at the site before payments have been distributed to those affected.
As of the first quarter of 2026, Cambodia’s total public debt reached $13.3 billion, with $4 billion owed to China. The canal project has also strained regional relations, as Vietnam has voiced concerns regarding the potential impact on water usage in the Mekong Delta.
