King Norodom Sihamoni has officially rescinded the travel ban that prevented former opposition leader Kem Sokha from leaving Cambodia. The Royal Decree, signed on July 24, 2026, was issued following a formal request from Prime Minister Hun Manet.
The decree specifically addresses the five-year prohibition on international travel that was established by the Phnom Penh Court of Appeal in April 2026. While this restriction has been lifted, the document clarifies that all other supplementary sanctions and legal penalties handed down by the court remain unchanged and in full force.
This action follows a previous royal pardon granted on May 25, 2026, which had already cleared the 73-year-old of his prison sentence. Prime Minister Hun Manet has been tasked with the implementation of the decree, which became effective immediately upon the King's signature.
