The Champlain Hudson Power Express (CHPE), a 339-mile underground transmission line designed to deliver hydropower from Quebec to New York City, has encountered significant operational setbacks shortly after its May launch. The $6 billion project, which is capable of meeting up to 20% of New York City’s electricity demand, has been largely inactive throughout July due to technical failures.
The line experienced two separate outages this month. The first occurred on July 1 due to a converter trip in Canada, followed by a second, more prolonged outage on July 4 caused by a damaged cable section on the U.S. side of the border. Hydro-Québec spokesperson Lynn St-Laurent confirmed that the damaged segment has been replaced and that the project is undergoing final testing, with repairs expected to conclude by the end of the week.
Experts suggest that such startup difficulties are common for complex, large-scale infrastructure. Normand Mousseau, a physics professor at the Université de Montréal, noted that equipment often requires real-world operation to undergo full stress testing. Despite the current downtime, the New York Independent System Operator stated that the state's grid reliability was not compromised, as planners did not factor the CHPE into their capacity projections for the current summer season.
Beyond technical repairs, the long-term viability of the project faces environmental variables. Quebec has experienced three years of drought, which has depleted water reserves essential for the hydropower generation that the line is intended to transport. While the CHPE represents a major effort to reduce reliance on fossil fuels through regional interconnection, its future role in the grid will depend on both technical stability and the availability of renewable energy sources in the north.
