The Champlain Hudson Power Express (CHPE), a 339-mile transmission line connecting Quebec to Queens, is currently facing operational challenges shortly after its May launch. As the longest underground power line in North America, the $6 billion project is intended to supply up to 20% of New York City’s electricity demand using renewable hydropower.

Construction of the privately funded line, a partnership between Transmission Developers and Hydro-Québec, concluded earlier this year. The infrastructure consists of high-voltage direct-current cables buried underground or submerged along the Hudson River. While the project aims to reduce New York's reliance on fossil fuels, it has experienced two significant outages in July. The most recent disruption, which began on July 4, was linked to a damaged cable section on the U.S. side of the border.

Hydro-Québec spokesperson Lynn St-Laurent confirmed that the damaged segment has been replaced, with final testing expected to conclude by the weekend. While some experts, such as Université de Montréal physics professor Normand Mousseau, view these startup difficulties as typical for complex new infrastructure, others are monitoring long-term risks. Specifically, persistent drought conditions in Quebec over the past three years have raised concerns regarding the future availability of the hydropower reserves intended for export.

Despite the current downtime, New York officials remain confident in the state's energy stability. Kevin Lanahan, a spokesperson for the New York Independent System Operator, noted that grid reliability planning did not factor in the CHPE’s availability for this summer. As the system undergoes further testing, the project is expected to become a more integral component of the regional energy strategy in the coming years.
