A woman claiming to be a Russian national and her three children are currently living in dire conditions in Phnom Penh, reportedly sleeping in public spaces. The family is seeking assistance from local authorities and the Russian Embassy in Cambodia to facilitate their return to Russia.

Ung Oudom, a local resident who has been providing the family with food, discovered their situation on the night of July 15. After encountering two of the children on the street, he located the mother, who was resting on a metal frame in front of a rental room in the Kouk Khleang commune of Sen Sok district. According to Oudom, the family has been living in the area near the Phnom Penh Thmey primary school for several months.

The woman, who reportedly has lived in Cambodia for approximately six years, claims her visa has expired and she lacks the financial means to travel. She told Oudom that her children's biological father, a Russian national, died in a traffic accident, while a subsequent partner, a Cambodian man, has left the family. These accounts have not been independently verified.

Sen Sok District Police Inspector Hour Mengvang stated that he had not yet received formal reports regarding the case but confirmed that authorities would investigate the matter. "I will send forces to investigate to see if it is true," he said. The inspector noted that if the situation is confirmed, the woman should coordinate with the Russian Embassy to address her visa and travel documentation issues.

As of now, there has been no official comment from the Russian Embassy in Cambodia regarding the case. Local residents have reportedly provided occasional food and financial support to the family, who remain in need of stable housing and assistance for repatriation.
