NASA’s Office of Procurement has issued a formal memorandum directing all grant and cooperative agreement recipients to immediately stop all Diversity, Equity, Inclusion, and Accessibility (DEIA) activities associated with their awards. The directive, released on January 23, 2025, follows recent executive orders and guidance from the Office of Personnel Management regarding DEIA initiatives.
The agency specified that the cessation of these activities includes, but is not limited to, workshops, training, reporting, plan requirements, and any staffing considerations linked to DEIA. NASA has instructed recipients to review their current agreements and notify their assigned Grant Officer if they identify any existing requirements that conflict with this new guidance. In a separate administrative update, NASA reported that the Payment Management System (PMS), which facilitates federal funding, is currently experiencing technical difficulties affecting the generation of Federal Financial Reports (FFR). The agency stated that grant recipients impacted by this system issue will not be penalized for noncompliance while the matter is being resolved.
